Transportation Enhancement (TE) and Congestion Mitigation and Air
Quality (CMAQ) Programs
The Planning Commission works in
cooperation with the NH DOT and the NH Statewide Transportation
Enhancement Advisory Committee to assist in linking sponsors of
eligible projects with Enhancement Program funding.
The TE Program is not a grant
program:
The TE Program is a system for
identifying and enrolling projects in the State’s 10 Year
Transportation Plan that would not otherwise be competitive with
regional and statewide infrastructure projects. Successful projects
become State projects with the requirement of a 20% local match.
Projects will be assigned a project manager among NH DOT staff who
will supervise final design, funding, and implementation of the
project. However, NH DOT encourages local management of TE projects
in communities where the resources are available.
The selection process is
competitive:
Applications must be received by July 31, 2003 and are ranked for
funding priority by the Planning Commission’s Transportation
Advisory Committee with assistance from staff. Ranked applications
are submitted to NH DOT by October 15, 2003 for technical review by
DOT staff. Finally, applications are forwarded to the Statewide TE
Advisory Committee by January 15, 2004 for project review, ranking
and selection.
NH DOT expects that applications
will be coordinated with regional planning commissions:
Applications are not accepted by
NH DOT without prior review and recommendation for funding by
Regional Planning Commissions. The Southwest Region Planning
Commission requires pre-application consultation to ensure that
proposed projects and expenses are eligible, applications are
complete, and proposed budgets are consistent with NH DOT cost
rates. The application process is very competitive at the state
level – the Planning Commission provides assistance to applicants to
ensure that Southwest Region applications are as strong as
possible.
Interested parties are encouraged to
contact the Planning Commission as soon as possible to discuss
prospective applications. The sooner we are contacted regarding a
project that you may sponsor, the better able we will be to provide
assistance. All applications are due to the Planning Commission
no later than July 31, 2003.
