“A CEDS emerges from a continuous planning process developed with broad based and diverse community participation… ”

Southwest Region
Comprehensive Economic Development Strategy (CEDS)

The Southwest Region Planning Commission (SWRPC) was granted funds by the U.S. Economic Development Administration (EDA) to prepare a CEDS for the 36 municipalities in the Southwest Region of New Hampshire. The project  was supported by the NH Community Development Finance Authority, Monadnock Economic Development Corporation, and the NH Department Resources and Economic Development.

The U.S. EDA CEDS process required a State of the Region report and Action Plan for Economic development activity and support. The Action plan  includes Criteria by which to evaluate prospective actions for competitive funding. The project was carried out by SWRPC staff with oversight from the SWRPC Economic Development Advisory Committee, which served as the CEDS Steering Committee.

The final CEDS report was completed and accepted by EDA in April 2005.

The purposes of the CEDS are:

  • To analyze the economic condition of the Region.
  • To coordinate local economic development interests in a Regional context.
  • To identify viable economic development projects and initiatives.
  • To develop a strategy for implementing economic development projects and initiatives.
  • To become eligible for federal and state economic development funding.
