The Small Business Liability Relief and Brownfields Revitalization Act of 2002 defines a ?brownfields site? as ?real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous waste substance, pollutant, or contaminant.?

Southwest Region Brownfields Assessment Program

SWRPC received a grant from U.S. EPA New England in 2003 to be used to inventory known and suspected Brownfield sites in the Region?s 36 municipalities. Selected sites from the inventory will be assessed to determine the nature and extent of contamination. Inventory and Assessment are the first steps toward re-use of abandoned or under-used properties. An Advisory Committee has been convened from local government and other entities with an interest in Browfields clean-up and re-development to guide the Planning Commission?s work.  Consultants have been retained to conduct environmental assessments

Program Objectives

 

  1. Promote awareness of Brownfields issues and opportunities among SWRPC?s 36 member municipalities;
     
  2. Inventory known and potential Brownfields sites within the Region;
     
  3. Conduct Phase I site assessments on selected sites;
     
  4. Conduct Phase II site assessments on a subset of selected Phase I sites; and,
     
  5. Institutionalize programming for the continuation of inventory, assessment and re-use planning toward re-development of Brownfields as valued commercial or green space.
